"IPU สภาไทย" วอนโลกกระตุ้น "รัฐบาลกัมพูชา" ให้ธำรงสันติภาพ

นายนพดล อินนา สมาชิกวุฒิสภา ในฐานะรองประธานคณะทำงานด้านวิทยาศาสตร์และเทคโนโลยี สหภาพรัฐสภา หรือ Inter-Parliamentary Union (IPU) พร้อมด้วยสมาชิกรัฐสภาไทย อ่านแถลงการณ์ในฐานะหน่วยงานในประจำชาติไทยในสหภาพรัฐสภา ต่อกรณีความรุนแรงที่เกิดจากข้อพิพาทตามแนวชายแดนไทย-กัมพูชาว่า หน่วยประจำชาติไทยในสหภาพรัฐสภา ขอแสดงความกังวลอย่างยิ่ง และขอประณามการใช้ความรุนแรง ที่เกิดขึ้นตามแนวชายแดนโดยรัฐบาลกัมพูชาซึ่งส่งผลให้เกิดความสูญเสียและบาดเจ็บต่อประชาชนผู้บริสุทธิ์จำนวนมาก 

ประเทศไทย ขอยืนยันพันธกรณีอันแน่วแน่ของตนตามอนุสัญญาออตาวา และพันธกรณีระหว่างประเทศที่เกี่ยวข้องอื่น ๆ รวมถึง อนุสัญญาเจนีวา และกฎหมายมนุษยธรรมระหว่างประเทศ ซึ่งห้ามการใช้ทุ่นระเบิดสังหารบุคคลและการโจมตีต่อพลเรือนและโรงพยาบาลโดยเด็ดขาด

ประเทศไทย ขอยืนยันอย่างหนักแน่นว่า ไทยมิได้เป็นฝ่ายเริ่มใช้กำลัง หรือเผชิญหน้าก่อนแต่อย่างใด ประเทศไทยเป็นเหยื่อต่อการกระทำอันก้าวร้าวโดยไม่มีการยั่วยุ และการคุกคามต่อสันติภาพ ซึ่งรวมถึงการใช้กับระเบิด อาวุธหนัก และการโจมตีเป้าหมายพลเรือนโดยไม่เลือกของกัมพูชา ประเทศไทยกระทำการ เพื่อป้องกันตนเองและคุ้มครองความปลอดภัยของประชาชน ตามสิทธิที่ได้รับการรับรองในกฎหมายระหว่างประเทศ ประเทศไทยหวังเป็นอย่างยิ่ง และเรียกร้องการยุติการใช้ความรุนแรงและยุติการกระทำอันเป็นปรปักษ์ ซึ่งเป็นไปพันธกรณีระหว่างประเทศ 

หน่วยประจำชาติไทยในสหภาพรัฐสภา ขอเรียกร้องผ่านประชาคมระหว่างประเทศและสหภาพรัฐสภา (Inter-Parliamentary Union - IPU) ให้แสดงความวิตกอย่างยิ่ง ตลอดจนกระตุ้นต่อรัฐบาลกัมพูชา ให้ธำรงไว้ซึ่งสันติภาพและความมั่นคงตามแนวชายแดนระหว่างไทย-กัมพูชา หน่วยประจำชาติไทยในสหภาพรัฐสภา ขอเน้นย้ำว่าความปลอดภัยของพลเมือง และโครงสร้างพื้นฐานสาธารณะควรเป็นที่ปลอดภัย

ประเทศไทย ขอสงวนสิทธิในการดำเนินมาตรการที่จำเป็นและได้สัดส่วน เพื่อปกป้องประชาชนและบูรณภาพแห่งดินแดนของตน ตามกฎบัตรสหประชาชาติ ทั้งนี้ ไทยยังคงเปิดกว้างต่อการเจรจาและการแก้ไขปัญหาด้วยสันติวิธีผ่านช่องทางทวิภาคี

หน่วยประจำชาติไทยในสหภาพรัฐสภาขอเรียกร้องให้ประชาคมระหว่างประเทศ รวมถึง องค์การสหประชาชาติ, สมาคมประชาชาติแห่งเอเชียตะวันออกเฉียงใต้ (อาเซียน) และรัฐภาคีอนุสัญญาออตาวา เฝ้าติดตามสถานการณ์นี้อย่างใกล้ชิด และดำเนินการให้มีการรับผิดชอบต่อการละเมิดหลักการกฎหมายระหว่างประเทศโดยผู้ที่เกี่ยวข้อง

ในการธำรงรักษาสันติภาพในภูมิภาค การระงับข้อพิพาทด้วยสันติวิธี และการเคารพหลักนิติธรรม ภายใต้กรอบขององค์การสหประชาชาติและอาเซียน ประเทศไทยยืนยันถึงความสัมพันธ์อันยาวนานของประชาชนทั้งสองประเทศและธำรงไว้ซึ่งการทูตรัฐสภาที่สร้างสรรค์ระหว่างรัฐสภาไทยและรัฐสภากัมพูชา

STATEMENT 
on the violence Arising from the Thai-Cambodia Border Dispute

The Thai National Group to the Inter-Parliamentary Union, the Kingdom of Thailand, expresses its deepest concern and condemnation of the recent acts of violence committed by the Government of Cambodia along the shared border which affects the numbers of loss and injury of innocent civilians. 

Thailand reaffirms its unwavering commitment to the Ottawa Convention and other relevant international obligations, including the Geneva Conventions and customary international humanitarian law, which categorically prohibit the use of 
anti-personnel mines and attacks against civilians and hospitals.

Thailand strongly asserts that it did not initiate the use of force or armed confrontation. Thailand has been subjected to unprovoked acts of aggression, 
threat to the peace, including the use of landmines, heavy weapons, and 
the indiscriminate targeting of number of innocent civilians by the Government of Cambodia. All necessary defensive actions have been taken strictly to protect 
its citizens and national security in accordance with international law. Thailand strongly hopes and calls for stopping violence by ceasing all hostile acts, 
fully comply with its international treaty obligations.

The Thai IPU National Group calls upon through the international community and Inter-Parliamentary Union (IPU) to express its deepest concern and to urge 
the Government of Cambodia to maintain peace as well as security along the border of Thai-Cambodia. The Thai IPU National Group would like to highlight that 
the safety of the civilians especially women and children and public infrastructure should be secure.

Thailand reserves the right to take all necessary and proportionate measures in 
self-defence to protect its people and territorial integrity, in accordance with 
the Charter of the United Nations, while remaining open to peaceful dialogue and bilateral negotiation.

The Thai IPU National Group urges the international community, including the United Nations, the Association of Southeast Asian Nations (ASEAN), and States Parties to the Ottawa Convention, to closely monitor this situation and to hold accountable any party that violates fundamental principles of international law.

The Thai IPU National Group reiterates Thailand’s steadfast dedication to regional peace and security, the peaceful settlement of disputes, and the rule of law under the framework of the United Nations and ASEAN. Thailand stands for the long-lasting relationship of the people of both countries and maintain the constructive parliamentary diplomacy between the parliaments of the two countries.
